OBSC1 Important Updates | May 2021


OBSC1 Members:


We would like to extend a warm welcome to the several new homeowners that have recently purchased in OBSC1! We are anticipating that 2021 will be another amazing season with our beautiful beaches, first-class lifeguard team under the direction of Kelly Cardamone, and our very active social committee.

More on all of the above topics at the previously announced Spring Membership Meeting to take place on Thursday, May 27th at 7pm, via Zoom (Zoom meeting details forthcoming under separate cover). The Board of Trustees has worked very hard during the offseason on a number of important projects which will be discussed in more detail at the meeting. As mentioned, we are undertaking a review and modernization of the Club Bylaws and Rules and Regulations. Currently, there is a committee of homeowners hard at work preparing a revised draft; once ready we will be soliciting input from members as well. Additionally, we have also been focused on tidying up the appearance of Club grounds and of course, preparing for the summer 2021 season!

Reminder: Annual Membership Dues

Quick reminder, as announced in our Spring Newsletter sent on 3/29/21, Annual Membership Dues were due not later than Saturday, May 1st. Thanks to all who have paid! For those with a balance still outstanding, reminder that dues for 2021 are $500. Please make checks (include owner’s name and OBSC1 address on check/note) payable to OBSC1 and mail ASAP to:

For anyone who forgot to send in their check, you are now able to pay dues using debit/credit cards: https://www.obsc1.com/homeowners. Note there is a convenience fee for using cards that is charged by our provider, Square. OBSC1 does not receive any of this fee.

Club Roads Project

We are pleased to share an update on a topic of interest to all: the repaving of our roads by NJ Natural Gas (NJNG). We have experienced fantastic cooperation by all – from you as homeowners to the contractors and engineers of NJNG. NJ American Water also worked with us to adjust ~25 water meter caps in anticipation of paving. We are pleased to report that we have 100% cooperation on addressing encroachments; Thank You! Everyone did their part and in a few instances, the Trustees had to make some business decisions. Special shoutout to the Trustees who were assigned to oversee the work on each street; they had a hard job but, in the end, worked with all to ensure compliance and a great outcome!

We are anticipating paving to start the week of May 10th; as you are all aware, construction is weather permitting, so this date may shift due to outdoor conditions at the discretion of the paving contractor. Milling and repaving will take approximately 3 to 4 days. It’s likely that the equivalent of 3 streets will be done per day, starting with East Shore, Surf, and Spray, continuing north and west. Roads will be milled in the morning and paved in the afternoon; thus you should plan on letting roads sit overnight before driving on the new pavement to prevent tire marks and asphalt being tracked into your driveways. Our Sergeant at Arms, Mike Kraynanski, will work with Toms River to arrange parking on 35N for homeowners impacted by roads that remain closed overnight.

IMPORTANTLY, when paving begins, select Trustees will be onsite at the Club to monitor and oversee the work. To that end, if there is something special that needs to be considered regarding your property, please send a detailed explanation via email to obsurfclub1@gmail.com by Friday, May 7th and we will bring this to the contracting paver’s attention. We cannot guarantee that every issue can or will be dealt with, but we will pass along for consideration. While the paving company has access to our survey and the survey pins, it will be assumed that you want the new asphalt to meet/abut/adjoin your railroad ties, garden wall blocks or driveway aprons etc. Some of you are immediately on the survey line and some are a slightly short, meaning there could be a gap between your property line and the Club roads. For those short of the property line, if you DO NOT want pavement to meet/abut/adjoin your landscape, let us know via email ASAP and we will attempt to accommodate.

In preparation for paving, please remove any personal effects which may be in the way of the milling and paving machines e.g., planters, decorative pilings, etc. In the process of addressing your encroachments, some homeowners may have left pebbles or stones on Club roads; please note these will likely be milled and carted away unless they are removed by you prior. Of note, NJNG will be paving at one level —based upon the road elevation. In a few situations, this might cause a “bump” up or down to your driveway; however, the contractor’s main concern will be water flow.

Please note that day of work contractors will not deal with individual homeowners, but only with a set of designated Trustees. If you have an issue, do not attempt to address with the contractors. Rather, send us an email by May 7th as noted above; please don’t assume “old” emails will suffice, raise your issue again until you receive acknowledgment from the Trustees.

In summary, for those of you who haven’t been at OBSC1 since last season, the progress has been remarkable - you will now notice that some parts of the roads are now as much as 4 feet wider than was previously the case. We are anticipating a positive outcome with this project which will not only enhance the appearance of Club but will address unnecessary risk. If we didn’t work as hard as we did on this project, the paving would not have been “curb to curb” thereby limiting our street widths to 16-18 feet rather than 20-21 feet which would have unfortunately reinforced the collage/patchwork appearance of our roads for the next 30+ years.

Again, a very big thank you to all homeowners. The Trustees learned a great deal going through this process and we will work to incorporate the relevant insights into the updated drafts of Club Bylaws and Rules & Regulations.
