OBSC1 Summer 2026 Update
Dear Members,
Thank you to everyone who attended the June 13th Spring Membership Meeting. For those who were unable to join, we are providing a brief summary of the key topics discussed. The meeting covered several important subjects, with most of the discussion focused on the following topics:
Summer Home Rental Process
Last summer, we introduced a new process for securing Guest/Rental Agreements for homes rented during the summer months in our community. This change was prompted by several factors, including the growth of private rental arrangements, increased use of third-party platforms such as VRBO and Airbnb, and the need to improve owner compliance and the accuracy of rental information. Additional background was provided in the Spring 2025 and Spring 2026 Member Newsletters and in various other communications since.
Results to Date
Since implementation, the process has delivered several important benefits:
Improved accuracy and compliance with rental requirements
Reduced volunteer and staff time needed to manage private rentals
Increased Club revenue through weekly rental fees
Revenue recovered through weekly rental fees helps fund the increased security calls associated with summer rentals, lifeguard coverage for larger beach populations, and other Club liabilities. These funds also help directly offset annual membership dues.
Member Feedback and Next Steps
A few members shared concerns that the process has not worked well for them. We are working to address those issues through clearer communication and more specific owner expectations. Your feedback remains important as we continue to refine the process and make it easier for everyone. In response to member recommendations, we moved the process to an online form for summer 2026.
Security
Property Management Patrols were reviewed, with discussion focused on adjusting patrol schedules to increase badge checking on the beach and provide greater visibility around the property during peak hours.
Enhanced Weekend Coverage
In response to the unruly behavior experienced in May 2025 and member feedback, we increased security coverage during Memorial Day Weekend and July 4th Weekend this summer. Many members have reported positive results. While we cannot eliminate every issue, we are confident that the security plan for summer 2026 is well positioned to address situations as they arise.
Beach Signage
Members requested stronger controls at the south and north beach borders, including clearer signage and enhanced badge checking.
Actions Taken
We have added signage on peak days and adjusted badge-checking schedules, as referenced above, to help manage access more effectively.
Rules and Regulations
As discussed during the Zoom Litigation Update for Homeowners on April 28 and 29 and at the Spring Membership Meeting on June 13, the Trustees have launched a review and finalization of the Club’s Rules and Regulations. This review includes enforcement procedures, By-laws, and Building Rules, including height restrictions.
Building Rules Committee
A committee has been formed to begin by reviewing the Building Rules, with a goal of reporting back by the end of July, if the schedule allows. This timing is important so that any recommendations can be considered and communicated to members planning rebuilds during the 2026/27 and 2027/28 seasons.
Member Input and Committee Membership
The committee will also consider member input received when this project began in 2021, which was summarized and reviewed at the Spring 2022 Membership Meeting. The committee is chaired by Andrew Hamelsky and includes Allison Prior, Tom Rohan, Randy Severs, and Jeff Conger, as announced at the meeting. Tom Gallagher and John Gross also asked to serve after the meeting and were added to the committee.
Next Steps
After the Building Rules review is complete, the Trustees will consider additional Rules and Regulations changes and work toward finalizing them, based on member input, at the Fall meeting. We expect to receive the Building Rules Report in July and to schedule a Zoom update for members in early August.
Ocean Updates
Unrelated to the Spring Meeting but equally important, we are currently in week 5 of our 2026 Summer Season. The guards have shifted the swimming section slightly north due to a large rip current on the south end of our beach. The rip hooks around the sand bar to the north. This year’s sandbar is more distinct than last year's with fewer onshore holes. However, we encourage you to still use caution when swimming in the ocean as conditions can change quickly.
Please be mindful of the northern shift when setting up your beach items. We kindly request that all umbrellas, tents, and cabanas be placed behind the lifeguard stands as we must maintain a clear line of sight to the water and north and south. This is very important and please help us “police” with renters.
The guards appreciate your cooperation and understanding when clearing the water and beach area due to impending storms. We use multiple measures when monitoring the weather and have a designated weather watcher to check forecasts, storm movement, and updates. OB1 communicates with the surrounding beaches in the federation. Guards will wait 30 minutes after the last thunderclap/lightning strike before reopening. Our decisions to clear the beach are based on up-to-date information received from multiple tools. All of our decisions always keep the safety of our beachgoers, patrons, and guards as the top priority.
